Procedure · Unemployment and France Travail
When unemployed, you can start or take over a business without losing your entitlement: either you keep part of your allowance each month on top of your income, up to 60% of your remaining entitlement, or you take 60% of that entitlement as a lump sum with the ARCE. Either way, apply to URSSAF for the Acre within 60 days. Here is how to choose, and in what order to act.
Nego follows the checked steps on this page, does the calculations with the site's tools and drafts your letters. It does not replace the administration: the procedure is completed on the official service.
ARE suits you if your income starts slowly: you receive part of your allowance each month, up to 60% of your remaining entitlement, and earn pension quarters. The ARCE pays 60% of your remaining entitlement straight away as a lump sum, useful to fund an investment, but with no monthly safety net. You cannot have both.
France Travail takes your turnover minus the flat-rate allowance (71% for sales, 50% for services, 34% for professional BNC activities), then deducts 70% of that income from your monthly allowance. Income plus benefit cannot exceed your former average monthly salary. The site's micro-entrepreneur simulator estimates your income.
No. You apply to URSSAF within 60 days of starting, with the proof of business creation and proof of your situation (ARE entitlement notice). For a micro-business, URSSAF replies within 30 days, and no reply means it is granted. You are not eligible if you already had it in the previous 3 years.
If the business stops, you can resume the rest of your entitlement: about 40% after the ARCE (after a deferral), or whatever you had left if you had kept ARE (at least the 40% beyond the cap). Re-register before the lapse deadline: the length of your entitlement plus 3 years, from when it opened.
You can prepare the project during your notice, but set up or take over the business after the contract ends if you want the ARCE: if it is set up before, only combining benefit with your income is possible.
